CNN —An Egyptian delegation is in Israel in an effort to advance stalled negotiations aimed at releasing hostages and implementing a ceasefire in Gaza, Egyptian and Israeli officials told CNN on Friday. The delegation is also set to continue discussions with Israeli officials on security coordination around a potential Israeli operation in Rafah, another Israeli official said. Despite months of talks mediated by Qatar and Egypt, Hamas and Israel have failed to reach an agreement over differences on key demands. Abed Rahim Khatib/picture-alliance/dpa/APAnother sticking point in the negotiations is the number of Israeli hostages set for release in the first phase of the agreement. A senior Hamas official criticized the statement as a show of “ironic international politics” and called for the signatory countries to put pressure on Israel to accept a deal.

The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.

Soussana, a lawyer, was released in late November of 2023 as part of an exchange of hostages in Gaza who were kidnapped during the Hamas attack for Palestinian prisoners. “Amit Soussana’s courageous testimony detailing her horrific captivity is one of many harrowing accounts from hostages held by Hamas,” the Hostages Families Forum said in a statement. Sometimes, the guard would enter, sit beside her on the bed, lift her shirt and touch her, she told The New York Times. She speaks for all the victims of Hamas’ despicable sexual crimes and abuse. She speaks for all women everywhere,” according to a post on his X account commenting on The New York Times’ article.

The response from Hamas was long-awaited after discussions over a proposed six-week pause in the fighting appeared to stall. Hamas communicated their latest proposal via mediators Qatar and Egypt on Thursday, two sources familiar with the negotiations told CNN. On Friday, the office of Prime Minister Benjamin Netanyahu said that “Hamas is continuing to hold to unrealistic demands” but announced that an Israeli team would soon be traveling to Doha to further talks. The Hamas proposal included 100 prisoners serving life sentences in Israeli prisons, the diplomat said. Even if both Hamas and Israel are participating in the talks, the two sides would not be in the same room.

During the interview, Naim rejected defining Hamas’ attacks as terrorism, falsely claiming that his organization does not target civilians. Hamas has denied international organizations any access to those hostages still in captivity to assess their wellbeing. While Naim denied the allegations of sexual violence, he said Hamas was unable to account for the wellbeing of the hostages because of the continued bombardment of Gaza. In recent weeks, many civilians in Gaza have increasingly blamed Hamas for the mounting starvation. This year, it comes against the backdrop of the ongoing war in Gaza, Israeli crackdowns on Palestinian militant groups in the occupied West Bank and Hamas’ calls for more attacks.

The prediction matched that of President Biden, who said that a deal could come as soon as next week. In public, however, Hamas and Israel are sticking with their longstanding positions and not signaling any breakthrough. The two sides have not met face to face, instead negotiating through mediators in Doha, Cairo and Paris. Qatar’s foreign ministry said this week that talks were ongoing and it was too early to speculate about a resolution. Mr. Haniyeh met on Monday with the emir of Qatar and accused Israel of dragging its feet in the talks, according to a Hamas statement.

Basem Naim, a Hamas spokesman, said in a text message that the militant group had yet to formally receive “any new proposals” since senior Israeli officials met with Qatari, Egyptian and U.S. mediators in Paris last week to advance a possible deal. Another Hamas official, Ahmad Abdelhadi, said that the group was sticking to its demand that Israel agree to a long-term cease-fire and that leaks about the talks were designed to pressure Hamas to soften its position. Qatar, a key mediator in the talks, also expressed caution on Tuesday, saying it could not comment on Mr. Biden’s view that negotiators were nearing an agreement. “The efforts are ongoing; all the parties are conducting regular meetings,” Majed al-Ansari, a spokesman for the Qatari foreign ministry, told reporters in Doha. “But for now, while we certainly hope it will be achieved as soon as possible, we don’t have anything in our hands so as to comment on that deadline.”

CNN —Officials from Israel, Hamas and Qatar have cautioned against US President Joe Biden’s optimism that a hostage-for-ceasefire deal in Gaza could be reached by the end of this week, suggesting that differences remain as negotiators work to secure an agreement. The official said Israel was ready to make a deal under the right terms. “Israel will be ready to release [Palestinian] prisoners even today if conditions are met,” the official said. Nearly 30,000 people have died in Gaza since Israel waged war against Hamas on October 7, the health ministry inside the enclave has said. Prime Minister Benjamin Netanyahu of Israel, brushing aside a chorus of international condemnation, said Sunday that an invasion of the southern Gazan city of Rafah would move forward as soon as Israel completed plans for the more than a million people sheltering there to be allowed to move to safety. “Those who say that under no circumstances should we enter Rafah are basically saying: ‘Lose the war,’” Mr. Netanyahu said on “This Week With George Stephanopoulos.”But given the complexity of an operation in Rafah, a ground invasion does not appear likely to happen any time soon, analysts said. More than half of Gaza’s 2.2 million residents fled there to avoid fighting farther north, packing the city with refugees with nowhere else to go. One Hamas official, Basem Naim, said Mr. Netanyahu was “deluding himself” if he thought that threatening to invade Rafah would increase the pressure on Palestinian negotiators to agree to Israel’s terms for a cease-fire. More than 28,000 people in Gaza, many of them women and children, have already been killed since the war began in October, Gazan health officials say.

Israel and Hamas have reached a deal that would allow medications to be delivered to Israeli hostages in return for additional medicine and aid for Palestinian civilians in the Gaza Strip, officials said, marking a significant breakthrough in the indirect talks between the warring sides. The agreement was announced on Tuesday by Qatar, who have served as a mediator. A Hamas official, Basem Naim, later confirmed the agreement, and the Israeli prime minister, Benjamin Netanyahu, said a deal had been reached to send medicine to the hostages. More than 120 hostages have been held in Gaza since Oct. 7, and many have health conditions that require regular medical care, including cancer and diabetes. Their families have grown increasingly concerned as the war entered its fourth month and as hostages released in late November have shared harrowing accounts of their captivity.

A satellite image shows Al-Ahli hospital, amid the ongoing conflict between Israel and the Palestinian Islamist group Hamas, in Gaza November 7, 2023. The explosion at the Al-Ahli hospital triggered outrage across the Arab world. Palestinians blamed an Israeli air strike, while Israel said it was caused by a misfiring Palestinian rocket launch. The Al-Ahli hospital blast was one of the most fiercely disputed incidents in a war marked by accusations from both sides of disinformation and war crimes. Palestinians accuse Israel of targeting hospitals and schools, while Israel says Hamas uses ordinary Gazans as human shields by placing military positions in civilian buildings.

Retno Marsudi, the Indonesian foreign minister, in Beijing this week. Indonesia’s foreign minister condemned on Tuesday an attack on a hospital in the Gaza Strip as a “violation of international humanitarian law” and called on other nations to step up pressure on Israel. The attack on the Indonesian Hospital killed at least 12 people and wounded dozens, according to two members of the hospital staff and the Gaza health ministry, which blamed Israel. The strike on the Indonesian Hospital dominated the front pages of the country’s newspapers and news sites on Tuesday. The Indonesian Hospital in Beit Lahia, in northern Gaza, was built in response to the Gaza war of 2008.
